PGA4311EVM: PGA411 GUI, i need it to evaluate my PGA411A1EVM.

 PGA411A1EVM tool is old and it was written for Window XP. You have to program the SPI interface GUI or program the SPI interface on your own.

You may use 3rd party SPI GUI interface to program the part, if you are unable to write the SPI interface. Here are GUI interface suggestions (there are others)
