The external capacitor and inductor is selected based on fix value as in the datasheet below.

Or do we have any simulation or calculation formula to fine tuning it?

For automotive part, EMC is the most important for LC filter selection. This device been tested with this combination, and usually no need to adjust.

For other perspective, LC filter mostly affected is the frequency response. There's a tool as below link:
