Is the AIC3254 (or any other MiniDSP based codec) able to communcate its audio data in an 8-bit PCM u-law or a-law format? If not is there any solution to compand the data coming out of the CODEC into the correct format?

Yes. The AIC3254's PurePath Studio has an A-law and u-law component.
The AIC3254 can do 8kHz. In order to use USB audio at 8kHz sampling, the firmware must be reprogrammed using the AIC3254 CS. Look for the Tools>EEPROM Programmer panel.
