PCM2704 Questions about Test0/Test1 and are VCCR/VCCL required if not using audio out?

The datasheet for PCM2704C states that TEST0 and TEST1 must be pulled high.  Would that make these pins usable as an enable or is that asking for trouble?

Also, my application only need the SPDIF output...can I leave the audio out section unpowered?
