Power good depends on 3.3V supply from the system.  Normally we use voltage supervisor to keep track of power supply such as http://www.ti.com/lit/ds/symlink/tps3808g19.pdf You'll have to check with the customer system design to see how long 3.3V becomes stable after turn on.

If this device is applied a stable power supply, does that mean that we can set RESET pin to high immediately without waiting for 250ms?

As you say, I believe that it is difficult to apply instantaneous 3.3V to this device.
Could you tell me when the this device becomes the power good if 3.3V is applied with ramping as below?
