Power good depends on 3.3V supply from the system. Normally we use voltage supervisor to keep track of power supply such as http://www.ti.com/lit/ds/symlink/tps3808g19.pdf You'll have to check with the customer system design to see how long 3.3V becomes stable after turn on.
