TLV320AIC3254EVM not outputting DOUT on I2S bus and stepped response on BCLK and WS outputs

I did get some help from Post from Dennis Bennett and response. I am now getting DOUT.   What I am seeing now is a very stepped response on the BCLK and WS outputs.  I am just monitoring with a high impedance scope probe.  Also I notice on my EVM that the -5V supply is sitting about -1.2V and the indicator light is not on.  Any ideas on the stepped BCLK and WS outputs?
