PCM4104 not generate output signal , what's the errror ?

I generate a SCKI of 25 MHZ a BCK of 12.5MHZ and a LRCK of 195.3Khz.

LRCK and DATA is syncronous to BCK clock , to the falling edge.

All FMT pins are at ground.

FS1 is a VCC.

FS0 is at GND.

MODE is at GND

MUTE is at GND

DEM1 is at GND

DEM0 is at GND

~RST is bring at 3.3Volt.

but no signal is generated at the output of  the PCM4104. 

What can be the mistake ? 

I have the clock speed of BCK ?

    The data sheet lists the supported clock rates, please check it to see if your clocks comply.

    I have seen some issues where the phasing of the clocks causes an issue. Try inverting your BCLK if your clocks are valid, but you still don't get output.

    Are all your supplies stable, properly decoupled?

    Do you follow the start-up requirements listed in the data sheet?
