I have used the PCM2900B in a design but it only works with Windows XP

I have tried the PCM2900C and it works with Windows 7.

Is there a difference in the signal levels (for a given digital value) between the PCM2900B and the PCM2900C?

I set the volume in the system mixer to 100%

Judging from Figure 1 and Figure 2 of Application Report (SBFA020–September 2011)

the full scale transfer function should be the same for all conditions.

Is that true?

That's right. At max settings it should be the same.
