Can someone explain how the DC bias is set on the inputs (In + and In -) of the TPA6203A1 on the EVM? It seems like they will drift to an arbitrary DC level unless you add a pull up or pull down.

Sorry, this is not shown in the d/s, but the inputs are internally biased at VDD/2.
If you measure at the chip side of the input blocking caps, you should measure VDD/2. If not, then there is some kind of problem on the board, maybe some stray path to ground (dirt, metal shavings, etc), a bad cap, or a resistor in place of an input blocking cap.
