1. FAULT output of TPA3251 is measured to be at high level of 3.3v, while the RESET of TPS3802 is always at low level, so TPA3251 cannot be started.
2. When the MR of TPS3802 is disconnected from the FAULT of TPA3251, TPS3802 can output normally at the RESET, and TPA3251 can start normally.
3. Test environment: no load, no hot, no short circuit.

So in the condition 1, the voltage you are measuring at pin5 on the TPS3802 is 3.3V but the output of pin 3 is low level?
For condition 2 have you tried only removing R65 or R63 rather than the whole MR circuit to see if they work independently?

1. Yes.
2. After trying to disconnect R65 and R63, measuring MR and VDD have 3.3V voltage, RESET can transmit high level.
3. FAULT is at high level. RESET has been at low level after FAULT and MR are connected.
Can you test with R65 connected and R63 disconnected, and then with R65 disconnected and R63 connected.
