PLL1705 cannot work on a breadboard!

Hello! I solded my PLL1705 on a adaptor board and connected it to the breadboard, connections had already been checked and there is no fault, the circuit is properly connected with a 27MHz crystal.

however, when I try to get the 27MHz master clock output on a Oscilloscope, it simply gave out a output of zero. Also, by connecting XT1 and XT2 pin to the oscilloscope I found very surprisingly that it gave out a output of 1.8V DC voltage.

Is there any possible reason why it is not working?
