AGC maximum gain can not be set 0dB because maximum gain is -5.5dB.
Is my understanding correct?

Hello Kuramochi-san,
Are you referring to the AGC target level? The max for this is -5.5dB. This is not the gain but the level the AGC attempts to hold the ADC output at. This level is relative to the full scale output of the ADC.
There is a document that talks about the AGC and what the AGC parameters mean and you can find it here. I hope this helps.
