How is the transfer function affected by the Vcc /Vss rails? If I select unipolar 0-40V range and Vss=0 Vcc=32V, what is the output at mid scale, 16V or 20V?

For 0 to 40V range, we need min supply of VCC as 41.5V to have all codes for DAC. That being said, with VCC = 32V and VSS = 0V, for your mid code you will get 20V as output. As you approach full code, DAC outputs will not go beyond 30.5V. Basically you cannot have codes above 0xC333 ( dec 49971).
Transfer function of the DAC is given by,

For your case, Vmin = 0V and Vmax = 40V. Since your supply is 32V, max output voltage is 30.5V.
