What do I use to decode the .bin file the utility generates?

Would you confirm what you're looking to accomplish? The .bin file we use in our FPGA will not function as a generic FPGA code example for the ADS131B04 because our EVM platforms implement a generic pattern generator in the FPGA which has a lot of extra overhead, setup, and configurability versus directly coding patterns to talk with the ADS131B04.
Thanks, Collin. I believe Dean is referring to the BIN files used to save the raw ADC data as shown below (Dean - please confirm this is what you meant).
One option I believe you can use is a plugin called "HexEditor" for Notepad++. Honestly, I find this rather difficult to use and I'm not yet convinced how the data from the PHI controller board is being parsed and displayed.
A more direct and simpler approach, I think, would be to right-click on the plot displaying the ADC channel data from the last capture and select either:
