Let me see what I can do to get you something to at least setup the ADS1298 and configure the registers.

whatever MCU you use (Piccolo/Delfino) put some delay after sending out the last byte of your SPI communication but before driving the CS pin high. Otherwise the converter won't be able to decode your commands correctly. These MCUs are pretty fast. My 5c.

I was searching about Piccolo, and I have a question. What starter kits did you use with Piccolo?
I found this starter kit eZdsp™ F28044 board with Code Composer studio DSK tools and power supply, but i don't Known if that Kits is Compatible With all c2000 family.

I'm using a $11 Piccolo Control Stick and a custom design board for ADS1298. The delay issue in pseudo code:
- CS pin low
- Spi Write opcodes, etc...
-delay tdecode according to the datasheet
- CS pin high

Yes, you can use Piccolo to send commands to ADS1298 and read out the conversion results via SPI. But Piccolo is not the only tool, you can use any microcontroller with SPI capability and >=4 free general purpose pin. Even a LaunchPad with MSP430F2013 can do the trick. The SPI capability is the key here.
You can apply digital filtering on the hardware side or the PC side. Although Piccolo is fast and has floating point capability (as far as I know) I would rather filter at the PC side.
