The Rofs is used to provide an offset if the DAC were to be operated with a bipolar output. By connecting Rofs to Vref, the DAC can generate voltages from -Vref to Vref as shown in the transfer function in the image.

The Rofs resistance is defined in the electrical characteristics table.

They were concerned about temperature compensation. All resistors in the DAC will see the same temperature effects and the transfer function will remain the same. That is the benefit of the matched Rofs and Rfb resistors. The RFB resistor connected to the output also senses/tracks any temperature effects at the output.
