EVM is not recognized on Windows/Linux

If I understand correctly, the first EVM you have is not showing up in the Device Manager in both Windows 10 and 7 platform under COM port settings.

The second EVM is working fine.

If that is correct, can you attach a screen shot of your device manager when you plug in the first EVM? Is it showing up as 'unknown device'?

yes, that is correct. When plugging in the first one it does not show anything, thats why I included the screenshot from Linux.

Second one is showing up like this:

Also I do not follow why you refer to Linux since the EVM is not supported in Linux.

Because I can't show you any error on windows (nothing shows up except the bell ringing) I thought I'd insert the error message on linux. Just ignore that one. Fact is that it does not work on windows and the new one does.
