looking for low power,and low cost A/D 8-10bit,for battery muserments like status and to gert indication incase regargabal battery will be insert.

any recomended solution?

One possibility is the ADS1015. It is 12-bit, but is low power, small in size, and has some nice capabilites for measuring battery voltage and/or current.

Have you looked over the battery "gas gauge" parts, the BQ series devices? The other thing you might try is posting in the Battery Management forum:
