The part ADS7138 has registers that keep the count of the input events (EVENT_COUNT_CHx). Do these counters contain the analog events only (passing thresholds)? Can they be configured to count the digital input transitions?

The EVENT_COUNT_CHx only counts events when the channel is configured as an analog input, thus does not apply when the channel is configured as a digital input. If the value of the input is not of a concern and simply the transitions, then the ADC input can be configured as analog input, even though the input will be a digital signal and have thresholds set accordingly to count the transitions.
Also, would the zero cross detection mode be of interest? this is a feature available in the ADS7128
