TLC7226 Issues

Problem: 
I am trying to use the TLC7226 D/A converter to achieve an anolog output of +/- 5 V for motor control. I have the D/A converter hooked up according to the data sheet with the AGND bipassed to -5V. This should give me my +/-5V range, but I seem to only be getting -5 and +3.14V. Is there something I am missing? Even when I have my data latched at 1000 0000, I don't get zero. I thought maybe it was the chip, so I bought a new one, but the new one is doing the same thing. 

Current setup:

OUTA: output
Vss: -5V
REF: 5V
AGND: -5V
DGND: gnd
DB7 -DB0: input
WR: gnd
A1: gnd
A0: gnd
VDD: +5
