AD8400 Digital Pot Power Consumption

I have a question about the power consumption on the AD8400 digital potentiometer.  The datasheet gives supply current for CMOS and TLL:

Can you explain what this means.  Is this talking about the current the entire part draws assuming the SDO line (on AD8403) is connected to a TTL/CMOS input? 

How much current can expect a AD8400ARZ1 to draw during normal operation and during and immediate following a write to its register?  I'm trying to work out whether I can get away with powering this part with a resistor divider and how low the values in the divider must be.
