I want pair the ADS8681 with the REF7030QFKHT, will the ADS8681 take 3.0V external reference with its multiplier set to 1.5 to make the operating input range 1.5 x 3.0V = 4.5V. If not is there an alternative part that will operate from 5V supply and but give an ADC input range of 0V to 4.5V.

To answer your first question, the ADS8681 can only accept an external reference voltage input of 4.096 V ±50 mV. The REF7030 cannot be used here. Why not use the REF7040 instead?
The other two parts you mentioned can accept a lower reference voltage input, but the full-scale range is only 0 V to VREF or ±VREF.
