ADS1232REF: Unable to enter scale mode

I'm testing with the ADS1232REF EVM right now, and the "Mode" switch seems to have no effect on the system. I have it connected to a 9V battery, internal 5V Vref, and have the 5V, GND, IN+, and IN- jumpers connected. When I turn on the device in scale mode, it boots up and says "No Data" then goes straight into raw Hex output on the display. When I turn it on in Analysis mode, it does the same startup but then does not register the "Mode" switch in any way when I toggle it. Could this be a hardware issue with the "Mode" switch, or am I likely just configuring it incorrectly?

    This does appear that the switch is not working.  In 'SCALE' mode, the MODE switch (SW8) will be open, allowing the center terminal to be pulled up to 3.3V.  You can measure the center pin of SW8 and verify if it is at ground or 3.3V.  (It is possible there is a short between the pins due to poor assembly.)  In either case, if this pin does not measure 3.3V, you should be able to remove the switch which should then force the EVM into SCALE mode.  If 3.3V is still not present after removing the switch, then look at the pull-up resistor R16.

    Also, the programming switch, SW9, needs to be in the JTAG (or left) position for correct operation.
