Q1:
How much is the maximum SCLK frequency spec?

Q2:
After NCO frequency is written in the register via SPI, how much time does it take for the NCO to change its frequency to the written frequency from the previous frequency?

    How much is the maximum SCLK frequency spec?

    Please see specification below. Typically maximum is 10MHz, except for reading temperature sensor register 0x06 needing 1MHz maximum rate.

    Q2:
    After NCO frequency is written in the register via SPI, how much time does it take for the NCO to change its frequency to the written frequency from the previous frequency?

    Please see section 3.4 of the app note below. There are various sync source selection methods that determines the next frequency counter update.
