I am searching for a single ended bipolar input adc with +/- 10V input range, spi interface, 2 channels, sampling rate of 5khz or greater and at least 16 bits resolution.
Does TI make converters that fit these specs?

You may want to look at the ADS8555 or ADS8556 families of devices for 16bits. They are six channel devices, but you can power down the channels that are unused to save power. If you can tolerate 12 bit resolution, the ADS8638 would provide the input swing, but again have additional devices that you could power down.
Alternatively, you could use an input buffer and attenuate the signal a little to increase the number of devices that may work in your circuit.
If you are ok with running with +/-10V supplies (or +/-15V) and a single +5V supply, another possibility would be to run with a standard +5V ADC and use a PGA280 as the front end.
You would have to check the input common mode range of the PGA and set its gain to accommodate the ADC, but you would have many more options for which ADC you could use.
