I am currently considering using the TPL0401B-10 to adjust the FB resistor of the LM61480 to achieve an output voltage range of 5V to 12V. The input voltage is 18V to 36V, and the output current is 5A. I would like to know if the TPL0401B-10 can meet these requirements."

As long as the other feedback resistor is scaled appropriately, you can reach almost any output voltage range. Here is the equation from the LM61480 datasheet to configure the output voltage:
TPL0401B-10 has a 10k end to end resistance. If the TPL0401B-10 is used as RFBB, and you choose a RFTB of 40k, then the output will be 5V when the TPL0401B-10 is set to 10k, and 12V when the TPL0401B-10 is set to 3.6k.
The TPL0401B-10 only has 128 output steps, and only 81 steps will be used for the 10k to 3.6k range to get 5V to 12v from the LM61480.
