It definitely can, but that also depends on the maximum supply current of the reference as well. Given that the max current consumption of the ADS7953 is 3mA, I would recommend a reference voltage that can supply higher than 25mA of current.
An LDO with higher current sourcing capabilities is also okay to supply the +VA and VBD supplies. The reference voltage can be used to drive the REF pins, since this is what the devices uses as the ADC reference.

Apologies, I was unclear on whether the supply was for the analog supply or for the REFx reference voltage input. Generally, a reference voltage IC should be able to drive the reference voltage inputs of 7x ADS7953s, as the current required once local decoupling capacitors are charged is minimal.
