MOSI is a signal from your microcontroller to the ADC, this is an input signal for the ADC. Probably there is a short on your circuit board that forces the MOSI to low, you have to double check it and also check whether the signal from your microcontroller is correct or not by disconnecting it.
If the issue still exists after you check, please share your schematic.
