Why are there two 91h register addresses? Is this a typo?

I cannot find an explanation in the datasheet.

Yes, this seems to be a typo.

The tables are accurate. Bits 3:0 which are shown as reserved in the bottom one are actually the DATA_PIN_STRENGTH. So you can treat 91h as the combination of both tables
