DDS39RF12: absolute phase noise potential

I’m trying to understand the expected phase noise performance, considering the spec sheet (see pg 142) seems to indicate performance in additive noise.

 

For instance, at the 100 Hz offset, the best performance is -128 dBc/Hz (additive) at an output of 997 MHz. I would assume that if this additive noise equates to -106.5 at 12 GHz, that if I had a reference at 12 GHz that was -106.5 dBc/Hz, that the output of the DDS would be -125 (-128 additive plus -128 absolute).
