TXS0102: I2C SCL not pulled low

TXS0102V: TXS0102V OE input pullupto VCC or GND?

Hi

I'm not sure what the TXS0102V expects on it's OE input. I don't want to control it with an external MCU pin. Do I need to tie it with 10k too VCCA. Or with a pull-down 10k to GND and the OE to VCCB?
