Hmm, it looks like the free web edition doesn't support the Stratix IV family... Have you tried unarchiving the project with the web edition? I'm curious to see how far you're able to get. If you can get the project extracted you should be able to see the text based .v files in the RTL folder, which may give you all the information you need. Unfortunately it looks like without the subscription edition of Quartus II you will not be able to use the TSW1400 for your own code development.
Would you mind letting me know how far you get? I'll gladly provide you with any information that you may not be able to access with the Web edition, I just need to know what the limitations are.

Thanks, we just got in a cyclone V dev board that we hope to do the same thing with and is our first choice for this project. If we switch back to the TSW1400 I will respond with an answer to your question.

Are you able to at least see the verilog and timing constraints files? I think they will serve as good examples. If you can't extract these from the archived project, then let me know and I'll send them to you.
