AMD/TIB PAL22V10 Eraseable/Reprogrammable?

I've been thrown into a rather tough spot at the moment, and can't seem to find the Information I need on the following TI / AMD part.

Part number: PAL22V10-20BKA , Mil Number: 5962-8605304KX

What I need to know is if this IC is a One-Time-Programmable part, or Electrically Eraseable.    My prior experience with PAL components is that they are one-shot devices, but the datasheet does not specifically address this ( http://www.ti.com/product/tibpal22v10-20m ).  

However, I have several other people insisting these devices are indeed eraseable/reprogrammable.    I have currrently failed two devices, because our DataIO programmer indicated that the devices were "Non-Blank" incomming from our supplier, but I have nothing other than that to back-up my position.

Any help/guidance would be appreciated.   Thanks, ~Dan
