SN54AHC16244

It doesn't appear to be. One option is to have SN74AHC16244 devices screened for the mil-spec temperature range.

For the SN54, are they for extended temperature qualified parts compared to SN74 type

SN74 are commercial grade plastic encapsulated components.  EP parts are also plastic encapsulated components.

SN54 are extended temperature hermetic packaged commercial grade components

SNJ54 are extended temperature hermetic packaged military grade components processed to MIL-PRF-38535 QML Class Q
