TLC5628 Full scale error at 1 gain range

This is a very old device, so it may be very hard to find any information from the team that used to support this device.

I suspect that the 1x gain range will not have a Full Scale error.

Both Zero Scale and Full Scale errors are limitations of the output amplifier that occur because the output of the DAC is near the rails of the amplifier.

Correct. The "end-point" errors (Full/Zero scale errors) will be due to the limitations of the amplifier and not due to the DAC core. Amplifiers start to behave non-linearly near the rails.

If the output voltage is close to GND, the error is called Zero-scale error.

If the output voltage is close to VDD, the error is called Full-scale error.

Regardless of the DAC code, if REF = 0V, the only error observed should be the Zero-scale error because the output amplifier is close to GND, not VDD. The datasheet specifies Zero-scale error between 0 - 30mV. 

What is the error value that you are measuring?
