On sheet 27 of the data sheet, you will see this is not a valid option. If you want to bypass decimation mode, you must use at least 4 lanes. In your case, the lane rate would be Fs * 10 * F/S = 4GHz using L = 4. If you can only use 2 lanes, you will have to use decimate mode.
