Can I create firmware by using QuartusII(FPGA Tool)?
If possible, Could you brief the process for customizing?
I'd like to use that customized EVM for my systems.

You can create firmware for the TSW1400 using Quartus. Documentation and existing firmware for the TSW1400 can be downloaded from the following link. May I ask what you are trying to do? Maybe we can assist you. What ADC or DAC EVM do you plan on testing?

I want to use ADC EVM(ADS4249), and I'd like to put the sof files on TSW1400 board through Quartus "Programmer tool". Can I?
In addition, may I get more detailed tutorial or step guides for using TSW1400? pdf files offered on TI website are difficult and not detailed.

The GUI already has files to test the ADS4249. What do you need that does not already exist? The firmware was developed by a third party vendor and the documentation is very limited. You can load a .sof file into the FPGA using Quartus and programming pod but the board has to be modified per the instructions attached.

I plan to creat a new *.sof file.
If I modify the board, can I load a .sof file into the FPGA using usb cable on Quartus II program? or should I use a jtag cable?
Then, I have some questions about doc file. I have to know resistor values for modifying the board but, doc file does not tell me about that.
please let me know resistor values(origin board and modified one).
