DAC39J84 and IEEE-STD 1500

The datasheet for DAC39J84 describes it as supporting IEEE-STD 1500, but does not describe how to physically access this diagnostic feature.  The chip itself does not bring out the IEEE 1500 ports to package pins.  The IEEE 1500 standard does discuss its high degree of similarity to IEEE 1149.1 "JTAG" and compatibility with the JTAG TAP Controller.  The datasheet does not state, though, that the JTAG pins and TAP controller actually do provide access to the IEEE 1500 capabilities in the DAC.

Is the IEEE 1500 feature accessible via the JTAG TAP Controller?  If so, what JTAG instruction sequences are needed to access the IEEE 1500 features?

Note, I have already searched TI web site for information about this feature, read the few search hits, and have not found answers to the questions.  So would appreciate some help from the E2E community.
