How can one decide the speed limit of applied signal to be detected by oscilloscope?

1. How can one decide the speed limit of applied signal to be detected by oscilloscope i.e. given the rise/fall time of applied pulse, which parameter of DSO will decide whether the signal can be measured accurately?

2. Is there any relation in band-width and sampling rate of DSO?

    The answer depends on what you want to measure.  In general if you are looking at measuring 10-90% rise time, you should consider ~3x the BW given by the 10-90% rise time.  If you are only interesting in measuring a pure sinewave then you may be able to utilize the entire BW of the scope.
