We are going to measure the current consumption of ADC32RF45 by using EVM. Please let me to know how to measure it. We only have to connect U16, U17 and U18 to GND(2-3), and supply for TP20, TP21 and TP31?

Yes, you may use the jumpers for U16, U17, U18 to disable the regulators and bring the external supply in onto the test clips. But the test point numbering that I see in the schematics is a bit different than what you mention - I see TP20, TP22, and TP30. TP21 is ground as is TP31.
Also, this is valid for revisions of the EVM up through revision D. There is now a revision E becoming available that has a slight change on the jumper SJP2 for U16 that the jumper doesn't easily allow the enable to be grounded. The default jumper position lets the enable come up after the 'power good' from the other two regulators show that the 1.15V supply is powered up first, for power sequencing of the 1.15V before the 1.9V. You still could use the center position of SJP2 to ground the enable, or I believe if the other two regulators are disabled then their 'power good' output would hold off the U16 regulator as well meaning you would not need to touch the jumper for U16 at all.
