NTSC interlaced to progressive

There is a NTSC interlaced video input and should be converted to progressive 4:2:2 YCbCr format. I went through the video decoder chips like TVP5151,TVP5146 but I didnt see that the interlaced input is converted to progressive format in these datasheets. These devices convert NTSC interlaced video to interlaced 4:2:2 YcbCr format.

If my assumption is correct is there any device with TI that could convert NTSC interlaced video to progressive 4:2:2 YcbCr ?
