TSW1400EVM: Error while downloading firmware

I'm trying to capture data from AFE5809EVM using TSW1400EVM. I have been using these two boards together for about two years now without any issues. But all of a sudden, starting last week, I cannot load firmware into the device. I tried to connect to download the firmware into the board in HSDC Pro, I get this error: No firmware. Please select a device to load firmware into the board. We had similar issue with the TSW1400EVM several months ago. At that time, we found that our power supply didn't provide sufficient amperage to the board, so TSW1400 could not initialize the FPGA properly. 

Here are the things that I have tried so far:

1. I checked the AFE5809 LEDs, everything is working properly.

2. I checked the AFE5809 LVDS outputs, it's fine. 

3. I reinstalled the softwares in the same PC, and in different PCs with different operating systems (Win 7 & 10).

4. I tried with 3 different power supplies (5V 3A  and 5V 5A and 5V 1A )

5. After trying to load the firmware, D1 (FPGA_conf_Done) turns on. But All User D2 to 9 (LED 0 to 7) are off.

Notice that we have recently been experimenting capturing data from High Voltage pulse generators. Of course we are capturing data from T/T Switch (TX810). However, one possibility could be that TSW1400 is damaged.
