PGA900: 4-20mA Application Circuit

I have some questions about the 4-20mA output with Internal sense Resistor on 8.2.1 of the datasheet.

1. The device ground (COMP) is separated from the current loop by the 40 Ohm resistance. If I_loop is 30mA, then the device ground(COMP) will have 1.2V. So that means all the device ground(COMP, DVSS, AVSS) are 1.2V. Is that right??

2. Could you describe how to realize the 4-20mA output with that circuitry? Very thanks.
