Dears.

There is a PLL inside the ADC32RF80.
What is the power source that affects the PLL?
Which of the three power sources?(AVDD1.15V, DVDD1.15V, AVDD1.9V)
I think JESD204B Link problem with power noise.

What part of JESD204B's LINK does not work?
I have confirmed both SYNC and ILA.

    What exactly is your issue? Are you having trouble getting a link up when using an ADC32RF45 or ADC32RF80? Is this a TI EVM or a custom board? Can you send your register settings along with other key parameters such as sample rate, decimation or bypass, LMFS settings, K setting, SYSREF frequency, ect... The more info you provide the better for us to help solve your issue.
