Hello,

The RC filters between the panel and the IC are likely included to reduce noise and also help with ESD protection. The TSC2046E has really strong ESD performance and likely does not require this much capacitance for protection but the filters may also be required for noise reduction. You'll need to balance the touch-screen settling time vs. noise performance as described on page 12 of the product datasheet in the "Touch Screen Settling" section.
