TSW14J56EVM: TSW14J56EVM, HSDC Pro, and third party FX3 device

I have a working Windows 10 configuration using the TSW14J56EVM and HSDC Pro. When I then add another USB 3.0 device which also uses the Cypress FX3 (a SignalHound BB60C spectrum analyzer), something is preventing HSDC from discovering the EVM board. (i.e. starting HSDC with all devices plugged in.) If I unplug the other device, HSDC can then see the EVM board. After EVM  initialization, I can then replug the spectrum analyzer and all seems to work OK. The spectrum analyzer software doesn't seem to have a conflict whether or not the EVM is plugged in.  I don't see anything out of the ordinary in Windows device manager - all devices always show up as working.

The current driver for both is 1.2.3.10 from 2014. Any suggestions such as upgrading to the latest Cypress driver?
