ADS4245: Vcm output is 20mV not 950mV

I'm trying to debug our first PCBs with the ADS4245IRGCT fitted. Vcm is specified as 950mV but is in fact around 20mV on 2 out of 2 boards. We have a evaluation board and that works fine but our own board does not.

AVDD and DRVDD are both 1.8V driven from separate regulators.

RESET is pulled high to 1.8V with 4K7.

SEN is pulled low with 4K7.

CTRL[1:3] are all pulled low with 4K7.

There is currently no clock input to the ADC.

Pulling RESET low has the effect that CLKOUTP moves from 0V to 500mV but does not seem to do much else.

Vcm seems to be pulled down with approximately 6K0.

What are we doing wrong?
