ADC32RF45: Full scale power for ADC32RF45 - Clarification

For the ADC32RF45, If I use the data sheet specifications which is 1.35Vpp for full-scale input and differential dc resistance of 65 ohms, the full-scale power input is 5.44 dBm whereas if I look at the quick start procedure in SLAU620D  it is mentioned that if I use a 15dBm input sinusoid, the fundamental is shown as -2dBFS (Figure 7 in SLAU620D) making full scale input power to be much higher at 17dBm. When I use  my own setup with the ADC32RF45EVM and input a 0dBm sinusoid, I see that the Fundamental is -10dBFS which means the fullscale power is 10dBm. Could anyone please clarify what is the Full scale input power to the ADC32RF45 channels?
