Does the DAC8760 input need to be isolated?
If the output short circuit IC is protected?
The output is connected to a positive voltage of 32V. Will the IC die?

There is no implied requirement for the DAC8760 by the product itself nor the systems in which it is deployed. However, isolation is commonly applied in PLC AO modules and Sensor Transmitter designs.
There is a current-limiter for VOUT which limits the output current to a safe range for the device at 30mA +/- 20%.
The output stages being damaged would also depend on the supply voltage applied to the device. If using a supply greater than 32V and applying an external voltage of +32V then there would not be any damage.
