The total unadjusted error or TUE including the reference is given by the root-square-sum of the
1. Offset error
2. Gain error
3. INL
4. Reference accuracy

I may not understand the question, but, TUE is not an input - so there isn't some allowed range for functionality of the DAC. Instead, the TUE is simply a figure of merit concerning the accuracy of the DAC output, calculated based on the root-sum-squared calculation of the components Uttam mentioned.
